fa مطالعه کاربرد فناوری های پهبادها در قلمرو حقوق سلامت در پرتو حقوق ملی و بین المللی طب دریا Marine Medicine پژوهشي اصیل Original Article <div style="text-align: justify;"><span style="color:#000000;"><span style="font-size:12px;"><span style="font-family:IRANyekan;"><span style="line-height:2;"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" times=""><span b="" lang="FA" mitra="">اولین دقایق پس از یک حادثه برای ارائه مراقبت مناسب برای جلوگیری از تشدید عوارض بیماری &nbsp;بسیار مهم و ضروری است. سرعت بخشیدن به واکنش اضطراری می تواند از مرگ جلوگیری کرده و بهبودی را به طرز چشمگیری تسریع کند. این امر به ویژه در مورد نارسایی قلبی، غرق شدگی، ضربه‌ها و مسائل تنفسی صدق می‌کند. با پیشرفت فناوری‌های نجات از قبیل دستگاه الکتروشوک خارجی خودکار (</span><span dir="LTR">AED</span><span b="" lang="FA" mitra="">)، دارو، کمک به احیای قلبی ریوی (</span><span dir="LTR">CPR</span><span b="" lang="FA" mitra="">) را می توان به صورت کوچکتر و فشرده طراحی کرد تا بتواند توسط پهپاد حمل شود</span>.<span lang="FA" style="font-family:"B Mitra""></span></span></span></span><br> <span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" times=""><span b="" lang="FA" mitra="">در این تحقیق با استفاده از روش توصیفی تحلیلی نیاز سنجی کاربرد فناوری های پهباد در قلمرو حقوق سلامت در پرتو حقوق ملی و بین الملل مورد واکاوی قرار گرفت. یافته های این پژوهش بیانگر این است که هواپیماهای بدون سرنشین که در دنیای امروزی به نام پهباد نیز شناخته می شوند علاوه بر کاربردی نظامی و نقشه برداری، می توانند نقش بسزایی در فعالیتهای از قبیل فوریتهای پزشکی و عملیات امداد و نجات و نهادینه نمودن حقوق سلامت به عنوان یک حق اساسی داشته باشند. هواپیماهای بدون سرنشین می توان برای حمل کالاهای مورد نیاز، تأمین خون در مناطق صعب العبور و زلزله زده، نجات کسانی که در حال غرق شدن هستند، تجزیه و تحلیل مقیاس خسارات، انجام فعالیت های اکتشافی در امداد و نجات، تحویل بسته های خون در مواقع لازم، ارائه سریع دستگاه الکتروشوک خودکار خارجی جهت احیاء بیماران قلبی در مناطق مختلف شهری پرازدحام، پشتیبانی از عملیات امداد و نجات استفاده نمود که البته خیلی از موارد عنوان شده ایده های بین رشته ای جدیدی می باشند که هنوز به مرجله اجرا نرسیده اند. علاوه بر گسترش استفاده از پهبادها آگاهی از مقررات موجود و تصویب مقررات در مورد پرواز این نوع هواپیماها به خصوص در امداد و نجات و فوریتهای پزشکی امری ضروری در حقوق عمومی قلمداد می گردد که می تواند موجب نجات جان انسانها را فراهم نماید. همچنین عدم آشنایی اپراتور پهبادها در سراسر جهان با قواعد ملی و بین المللی مخصوص این هواپیماها به خصوص در عملیات امداد و نجات و فوریتهای پزشکی و حضور این نوع هواپیما بدون رعایت ضوایط قانونی و یا حضور در فضای ممنوعه، می تواند مخاطرات بسیاری را به وجود آورد و موجب عدم ایمنی در سیستم هوانوردی می گردد که می‌تواند عواقب پیش بینی نشده ای را در بر داشته باشد.</span></span></span></span></span></span></span></span></div> <div style="text-align: justify;"><span style="font-size:12pt"><span style="line-height:115%"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><span style="font-size:10.0pt"><span style="line-height:115%">The initial moments following an incident are critical for providing appropriate care to prevent the worsening of complications. Rapid emergency response can save lives and significantly enhance recovery, particularly in cases of heart failure, drowning, trauma, and respiratory issues. Advances in rescue technologies, such as automated external defibrillators (AEDs), enable the development of smaller and more compact medical devices that can be delivered by drones.</span></span></span></span></span></span><br> <span style="font-size:12pt"><span style="line-height:115%"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><span style="font-size:10.0pt"><span style="line-height:115%">This study examines the application of drone technologies within the field of health law, considering both national and international legal frameworks through a descriptive analytical method. The findings indicate that drones, also known as unmanned aerial vehicles (UAVs), have significant potential beyond their military and mapping applications. They can play a vital role in medical emergencies and rescue operations while helping to institutionalize the right to health as a fundamental human right.</span></span></span></span></span></span><br> <span style="font-size:12pt"><span style="line-height:115%"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><span style="font-size:10.0pt"><span style="line-height:115%">Drones can be utilized to transport essential supplies, deliver blood in remote or earthquake-affected areas, assist in drowning rescues, assess damage, conduct exploratory activities during rescue missions, and quickly provide AEDs to resuscitate cardiac patients in densely populated urban environments. While many of these applications represent innovative interdisciplinary ideas that have yet to be fully implemented, they highlight the transformative potential of drone technology in healthcare.</span></span></span></span></span></span><br> <span style="font-size:12pt"><span style="line-height:115%"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><span style="font-size:10.0pt"><span style="line-height:115%">To maximize the benefits of drone usage, it is crucial to raise awareness of existing regulations and develop new ones governing the operation of these aircraft, particularly in medical emergencies and rescue situations. This is an essential aspect of public law that can save lives. Additionally, the lack of familiarity among drone operators worldwide with national and international regulations specific to these aircraft poses significant risks.
