fa مدیریت بلایا در دفاع مقدس دوازده روزه: مورد مطالعه یک دانشگاه علوم پزشکی نظامی Disaster Management in the Twelve-Day Sacred Defense: A Case Study of a Military Medical Sciences University طب دریا Marine Medicine پژوهشي اصیل Original Article زمینه و هدف: تجاوز آشکار رژیم منحوس صهیونی بهمراه ایادی استعمارگر غربی و در راس آن امریکای جنایت کار در روز 23 خرداد سال 1404علیه تمامیت عرضی،فرماندهان نظامی،دانشمندان هسته ای و مردم غیر نظامی آغاز و در نتیجه آن آسیب هایی به کشور وارد شد. این حمله بزرگترین حمله به ایران بعد از جنگ تحمیلی بوده و به عنوان یک رویداد مهم در تاریخ جمهوری اسلامی ایران بشمار می آید.در این میان و بمنظور مدیریت این بحران سیستم سلامت نظامی به عنوان پشتیبان رزم و اهرم موثر در بازتوانی رزم وارد چرخه مدیریت بحران شده و دستاوردهای قابل ملاحظه ای را کسب نموده که می توان از این تجارب برای بحران های آتی بهره برد. این مطالعه به بررسی ابعاد مختلف مدیریت این بحران در حوزه سلامت در یک دانشگاه نظامی پرداخته تا ضمن ثبت تجربیات، زمینه تاب آوری بیشتر نظام سلامت نظامی به عنوان پشتیبان رزم فراهم گردد. روش ها: این پژوهش بر اساس یک مطالعه کیفی  انجام شد. نمونه گیری در این مطالعه  با استفاده از روش نمونه گیری هدفمند با حداکثر تنوع انتخاب شد. داده های مطالعه در چارچوب چرخه مدیریت بحران طبقه بندی شد. دو بحث گروهی متمرکز با20 نفر از خبر گان و صاحب نظران متخصص دانشگاهی در حوزه های مدیریت و فرماندهی، لجستیک، مدیریت درمان، پدافند غیر عامل ، طرح و برنامه ، فن آوری اطلاعات  و مهندسی انجام شد. در نشست از تکنیک های کیفی از جمله طوفان فکری و بحث گروهی متمرکز برای دستیابی به اجماع بر روی درس آموخته ها بهره گرفته شد. یافته ها: بررسی ها نشان داد مدیریت این بحران در سه لایه پیشگیری و کاهش اثر،آمادگی و پاسخ بهمراه 10 مولفه جزء ابعاد و مولفه های اصلی بشمار می آیند. در این میان پیشگیری و کاهش اثر با 3 مولفه ( راهبری و توسعه مدیریت شرایط اضطراری،الزامات سیاستگذاری شرایط اضطراری، هماهنگی بین سازمانی و درون سازمان مستمر) ،آمادگی  با 6 مولفه (ارزیابی و پایش مستمر،تدوین برنامه و دستورالعمل ها،ارتقاء و توانمندسازی کارکنان،تمرین و مانور، الزامات پشتیبانی و لجستیک و ارتباطات و هماهنگی) و پاسخ با 3 مولفه ( فعال سازی پاسخ، ارتباطات یکپارچه و رصد و پایش دائمی در هنگام اعلام وضعیت عادی و بازتوانی و حافظه سازمانی و یادگیری) به عنوان ابعاد اصلی در مدیریت بحران جنگ 12 روزه در این دانشگاه احصاء و مقوله بندی شدند. نتیجه گیری: ثبت تجربیات و درس آموخته ها جهت جلوگیری از تکرار اشتباهات قبل و تقویت نقاط مثبت می تواند با ایجاد راهکارهای علمی به فرهنگ سازمانی و تبدیل  شدن دانشگاه به عنوان سازمانی یاد گیرنده عمل نماید. ثبت درس‌آموخته‌ها در واقع به معنی جلوگیری از بازگشت به آسیب‌پذیری‌های گذشته و ساخت بهتر در شرایط اضطراری به طور حتم به عنوان ابزاری موثر در مدیریت بحران ها بشمار می آید.   Background and purpose:   The blatant aggression of the infamous Zionist regime, along with the hands of the Western colonialists, led by the criminal America, began on June 23, 1404, against the integrity of the country, military commanders, nuclear scientists, and civilians, and as a result, damage was inflicted on the country. This attack was the largest attack on Iran after the imposed war and is considered an important event in the history of the Islamic Republic of Iran. In the meantime, and in order to manage this crisis, the military health system, as a combat support and an effective lever in combat rehabilitation, has entered the crisis management cycle and has achieved significant achievements that can be used for future crises. This study examines the various aspects of managing this crisis in the field of health in a military university in order to record experiences and provide a basis for greater resilience of the military health system as a combat support. Methods: This research was based on a qualitative study. The sample in this study was selected using a purposive sampling method with maximum diversity. The study data were categorized within the framework of the crisis management cycle. Two focus group discussions were conducted with 20 academic experts and experts in the fields of management and command, logistics, treatment management, passive defense, planning and programming, information technology, and engineering. The meeting used qualitative techniques such as brainstorming and focus group discussions to reach a consensus on lessons learned. Findings: Studies showed that the management of this crisis in three layers of prevention and mitigation, preparedness and response, along with 10 components, are considered to be the main dimensions and components. In the meantime, prevention and mitigation with 3 components (leadership and development of emergency management, emergency policy requirements, continuous inter-organizational and intra-organizational coordination), preparedness with 6 components (continuous assessment and monitoring, development of plans and instructions, promotion and empowerment of employees, training and maneuvers, support and logistics requirements, communications and coordination), and response with 3 components (activation of response, integrated communications and permanent monitoring and surveillance when declaring normal status, and rehabilitation, organizational memory and learning) were counted and categorized as the main dimensions in the management of the 12-day war crisis at this university. Conclusion: Recording experiences and lessons learned to prevent the repetition of previous mistakes and strengthen positive points can act by creating scientific solutions to the organizational culture and transforming the university into a learning organization.
